Abstract

The author maintains that chief human resources (HR) officers are generally unequipped to provide business advice to chief executives, and argues that corporate HR offices should be reconfigured into two separate units. One unit would deal with administrative HR issues, while the other would focus more on a firm's human-capital capabilities and be staffed with people from operations or finance. Bill Conaty of conglomerate General Electric was among the few outstanding HR heads he has met.
