DETERMINATION OF THE CONSTRUCTION TIME FOR BRIDGES OVER RAILWAY LINES FROM THE PUBLIC CLIENTS’ PERSPECTIVE

When a public client produces any construction specifications for the offerers, he must first know the estimated starting and finishing dates of the construction work. During the next step, when sending out the specifications to the offerers, he must include specific construction time. Depending upon this specific time, the contract will be negotiated. Thus, the public client is in possession of the specifications, but he is given neither a binding price nor the construction plans. Without knowing the calculations of the offerers, a public client has a limited period to determine the exact, economic construction time. Furthermore, the public client also takes all responsibility for any technological and security risks that may occur. With a special focus on the construction of bridges crossing railway lines, the author will now explain solutions to the above mentioned predicament.
