Rexford Santerre's comment questions the validity of the conclusions drawn from my empirical findings (1984) because of what he characterizes as severe sample selection bias. His point is that, because the samples from which my hedonic equations for controlled and uncontrolled rents differ in their distributions along several dimensions, a difference in hedonic shadow prices which I attribute to the effect of rent control may, in fact, reflect these differences in characteristics. He focuses upon the different vintages for the two samples, where much of the uncontrolled sample is more recently built, by suggesting that the higher shadow prices in the uncontrolled sample may not reflect the effect of rent control but may instead suggest that implicit prices are generally higher for the newer housing characteristics ... This is a potentially useful criticism of the results, but I suspect that the problem is more hypothetical than real for a number of reasons.
