A model consistent with economic principles is developed to estimate the cost of land reclamation associated with large-scale surface mining. Past efforts to determine these costs have been undervalued and inconsistent because of inadequate or questionable data. The mine simulation model used estimates costs at $6500 to $8000 per acre (1980$), which is higher than previous estimates because indirect costs are also included. Factors which affect the cost include taxes and royalties, equipment selection and size, labor, and topsoiling and grading. 28 references, 3 figures, 5 tables.
