The Distribution of the Costs of Federal Water Pollution Control Policy

The complex problem of assigning dollar-costs to Federal programs is approached by comparing the distributional costs of implementing the Clean Water Act of 1972 with those of the Water Pollution Control Act Amendments of 1972, which are found to be more equitable. The study is limited to short-term tax and price burdens and neglects both the long-term costs and the benefits. All the costs used are characterized as short-run, incremental, and annualized. Cost and distribution formulas are derived to assign dollar figures to specific pollution regulations. The distribution of these costs is broken down into 93 domestic sectors and analyzed by income class, race, and geographical region. The use of Federal subsidies to offset some of these regressive costs appears to be justified. 17 references, 9 tables. (DCK)
