This article gives substance to the Hirschmann theme that nonmarket forces may be the key to regional balance; demonstrates that regional transfer remains important even during periods of inactive regional policy; suggests that fiscal transfer is an important part of political union; and explores the puzzle of lack of automatic transfer within the European Community, in spite of clear recognition of its potential contribution in ensuring that gains from integration are widely distributed.
