Interconnected public utilities can achieve cost savings, more-reliable service, lower-capacity requirements, and optimum siting by closely coordinating generation and transmission transactions within a common pool. They can also achieve seasonal diversity and economy of energy in their exchanges. Despite the advantages, the costs of pooling arrangements, inefficient allocations of benefits, and government regulations have been serious disincentives. The relative tightness of agreements in 17 power pools demonstrates that tightly coordinated pools generally experience the most benefits. 20 references. (DCK)
