Abstract

By estimating a censored regression model, it is found that unemployed adults taking part in labor-market training increase their subsequent employment within a twelve-month response period. The employment effects vary with the duration of training and from one field of training to another. In general, short courses (five-ten weeks) and long courses (more than thirty weeks) perform better than semilong courses. Using nonexperimental data and single equation estimation methods, the question of unobserved heterogeneity and selection bias arises. Including a variant of 'Heckman's lambda' in the model reduces the estimated employment effect of training, thus indicating a positive selection to training.
