Abstract

As of mid-2006 the World Trade Organization
\n(WTO) negotiations on agriculture have
\nemerged as the critical make-or-break element
\nof the stalled Doha Development Agenda.
\nMuch of the difficulty involved in reaching
\nagreement arises from differences in the fundamental
\npositions of the negotiating parties.
\nBut some arises from confusion about the relative
\nimportance of different elements of the
\nnegotiations, and about the consequences of
\ndifferent policy choices—questions on which
\nanalysis can contribute to changing policy positions.
\nThis paper builds on the specific studies
\nin Anderson and Martin (2006) to examine
\nfirst the potential implications of complete
\ntrade reform, and then to use that as a benchmark
\nagainst which to evaluate options within
\nthe parameters agreed at the WTO in August
\n2004, and largely reaffirmed at the Hong Kong
\nMinisterial of the World Trade Organization in
\nDecember 2005.
