Abstract

This article takes a sceptical view of the American-led African Crisis Response Initiative (ACRI) as a mechanism for resolving conflicts in Africa. It argues that states' response to the ACRI was based on assessment of internal security needs and the extent to which alignment with the United States through participation in the ACRI would advance their national interests. States where threat to national security is largely perceived as emanating from external sources were generally reluctant to participate in the ACRI. States participating in the ACRI do so with the primary motive of strengthening their military forces to deal with internal conflicts rather than the need to participate in regional peacekeeping. Inevitably, security assistance by the United States will influence domestic political outcomes, thereby contributing towards the militarization of disputes. Governments with military resources to hand feel more confident and are inclined to use force rather than political means for resolving domestic conflicts.
