From Underdogs to Tigers: The Rise and Growth of the Software Industry in Brazil, China, India, Ireland, and Israel

This collection of essays traces the recent growth of the software industry in five emerging economies, which transformed these so‐called industrial ‘underdogs’ to ‘tigers’ in a short span of time. As any comparative study might find, there were differences amongst the countries. India, Ireland and Israel (together these are dubbed as the ‘3Is’) used the comparative advantage of a relatively low‐cost, technically skilled (and English‐speaking) workforce to develop strong export‐oriented software industries. In contrast the software industry in China and Brazil grew primarily to meet the software needs of domestic firms. There were differences amongst the 3Is too. Indian software firms grew by providing low‐level software services to US firms, graduating over time to higher stages in the technology chain. The growth of Irish and Israeli software firms was built around software products, with Ireland focusing on providing enterprise software for industries such as banking and travel and Israel developing high‐technology products for markets such as network security and telecommunications.
