Abstract

Ukraine - the stakes for society Volodymyr Lanoviy This is the first of two statements, at the May 1994 conference in Kyiv on which this volume is based, by leading Ukrainian reformers. Volodymyr Lanoviy, Vice-Prime Minister and Minister of Economics from May 1991 to July 1992, received close to 20% of the vote in the presidential elections in June 1994. He calls for a comprehensive legislative programme to stabilize the economy, liberalize markets and create the legal framework for normal enterprise. Reform should not be hostage to the person and goodwill of the leader in charge of executive decisions. If reform is postponed, a social and political explosion will ensue. To those who propose to allow public services to collapse, and who put their confidence for the future exclusively in the parallel private economy, Lanoviy says the result would be the break-up of the nation and the end of democracy.
