There is growing concern in the U.S. about competition from foreign, state-owned enterprises. Businessmen, academics, consultants, and government officials have argued that such companies are better off than private sector firms because they are helped by their governments (via subsidies) and that they constitute unfair competition. Extensive field work in Western Europe shows that fears of an uneven competion are unwarranted.
