Executive Overview After economic liberalization, some state businesses in Russia could be characterized as producing poor quality products through inefficient processes. However, the economic changes underway in Russia have forced firms to compete in a worldwide economy that is not tolerant of poor quality or inefficiency. Many Russian firms entered an irreversible spiral of decline. A few champions have emerged. Some Russian firms have adjusted to the economic transition and have begun to prosper.
