America9s public utilities face an unprecedented crisis. Public utilities are falling drastically behind American industry as a whole in capital recovery. The author focuses on the inflationary, technological, competitive, and regulatory pressures which confront these companies in the area of depreciation, and proposes that regulatory depreciation policy be adapted to today9s environment of high inflation, competition, and rapid technological change.
