OWNING THE PROBLEM: PERSONNEL ISSUES IN HIGHER EDUCATION POLICY-MAKING IN THE 1990s

This article examines the human resource management problems currently facing UK higher education institutions, particularly in relation to academic staffing. It outlines the structural characteristics of employment in HE which shape the demand for labor and influence personnel policies. Discussion then highlights certain of the more pressing personnel problems facing the HE system, such as recruitment and retention, and securing the motivation and commitment of its workforce. These problems, it is argued, stem from a failure on the part of HE institutions to accept responsibility for managing the employment relationship. The consequences of this failure as it affects the areas of staff training and development and the employment of short-term contract staff are then probed. Finally, the article offers a number of potential avenues for progress towards the development of effective personnel management structures and policies in UK HE.
