This article analyses the role of administrative intermediaries in shaping social conflict and development in the world economic system. It argues that more explicit focus on the points of contact between national and local systems can help identify and explain unanticipated parallels in core and peripheral development. The analysis is based on comparative case material gathered in independent investigations of cooperative rural development projects in the United States and Mexico.
