Least developed countries are beginning to realise the value of a viable small business sector in the economic development and job creation process. Lesotho, a country totally dominated by the Republic of South Africa, has established agencies to assist in the development of both large and small private businesses. Numerous problems exist in successfully implementing programme goals. Without more efficient management of these agencies the potential for success is limited.
