Between 1927 and 1957, the Soviet Union offered a variety of lottery and other types of bonds to help finance budget deficits. As lottery bonds are infrequently found in Western capital markets, the long Soviet experience with them offers us insights into a unique financing alternative. This paper reviews the Soviet use of domestic lottery bonds and analyzes the payoff system used to reward private bondholders.
