This article explores labor relations in the State-owned industrial enterprises of China: where they are now and where they appear to be heading. Both the theory and practice of labor relations in the People's Republic of China are currently undergoing substantial changes. Some of the changes desired by the top leadership are taking place more rapidly than others. It is questionable whether some desired goals can be achieved under current policies and procedures.
