The EC's potential role in food security for LDC's: Adjustments In its STABEX and stock policies

This study investigates the EC's potential to mitigate instability in world grain markets and to stabilize the food import bill of the ACP countries. Even if the EC's unwillingness to adjust domestic production and consumption to changes in world market prices is accepted, the EC's contribution to stabilizing world grain prices could be improved by well-designed storage and export policies. The first part of the paper analyses past performance, and the determinants of EC grain stockholding and the timing of EC grain exports. Proposals for a reorientation of storage and export activities are presented. The second part of the paper investigates the potential role of an extended STABEX system for stabilizing the food import bill of ACP countries. It is proposed that the present STABEX system be extended along the lines of the IMF cereal import facilities. The rationale of such a system is given and its effects are calculated on the basis of past fluctuations in the food import bill of ACP countries.
