Appraisal of a method of forecasting water demand in strip-mining operations is presented, together with an examination of some of the assumptions underlying current methodology. An alternative scheme, which takes advantage of shadow pricing, allows the formulation of a mathematical programming problem for the derivation of an optimal solution to the allocation of a limited resource among competitive users. The regional focus of the analysis is eastern Montana. 17 references, 3 figures.
