The only way to make a convincing economic case for the European Community is to assume some dynamic benefits from economic integration. The dynamic mechanism that Mancur Olson postulates is a disruption of redistributive activities that frees more resources for growth. Yet the EC is structured in such a way as to abet the formation and action of redistributive groups at the EC level. This suggests that the economic advantage of integration may be short-lived.
