The recent use of standard input-output multiplier techniques for evaluating employment generation by Park and Chan (1989) is criticised for focusing on output instead of employment, for not incorporating income-induced effects, and for masking regional variation in multiplier values. The social accounting matrix framework is offered as a means of circumventing the above problems and some limited evidence is presented which contradicts somewhat the earlier results.
