ABSTRACT This paper describes an innovative method for obtaining citizen input for public decision‐making and budgeting processes. The method draws respondents from the county district court juror pool as the sample base and conducts a rather specialized survey on them. The sample base has been found to be satisfactory in terms of its representativeness and reliability. The process provides local governments a simple, convenient, and low‐cost method for obtaining public perceptions.
