World trade and output expanded rapidly in 1984 led by a high rate of growth in the United States. However, the recovery which started in 1983 has not been evenly spread across countries. In the US fiscal policies have been lax and domestic demand has expanded at a breakneck pace. Japan benefited significantly from rapid growth in the US, but Europe has done less well partly because fiscal policies remain very tight and domestic demand restrained. High real interest rates and the strength of the dollar held down commodity prices and thus stopped the pick-up in activity feeding through into inflation rates. However, unemployment has continued to rise in most countries and in total 30 million people are now out of work in the OECD area.
