Resource shifts under tariff liberalization and Turkey's comparative advantage in agriculture

Because of the shift of emphasis in Turkey's foreign trade regime in recent years towards ‘outward looking’ policies and the likelihood that Turkey may gain full membership in the EC, an attempt to examine the possible production patterns that may emerge in Turkey's agricultural and non-agricultural sectors under a more liberal trade regime is particularly relevant. For this purpose, a multisector optimization model is applied to the Turkish economy, and solutions are obtained for alternative scenarios of tariff liberalization. Simulation solutions show the possible directions in which resources would be reallocated amongst agricultural and non-agricultural sectors under across-the-board tariff reductions. The main focus is on the agriculture, and for this reason the latter sector is represented by 19 sub-sectors. A comparative advantage ranking of sectors producing tradables is also obtained.
