This book is an important contribution to the literature on development. It fills a gap in the competitiveness debate concerning developing countries and provides convincing explanations for the success or failure of countries to catch up. The possibility and the causes of a growing polarisation between successful and less successful developing nations is argued conceptually and on the basis of empirical evidence (relating primarily to Asia, but also to African countries and across the developing countries). This book stands out for its careful separation of positive and normative aspects which too often are mixed in the competitiveness debate. Through his earlier works, Learning to Industrialize (1987) and Learning from the Asian Tigers (1996), Sanjaya Lall established himself as one of the leading economists of foreign direct investment and development, this time broadening the subject to competitiveness.
