Electoral Bias and Policy Choice: Theory and Evidence
提出新方法研究选区划分造成的选举偏差如何影响政党政策选择,并用英格兰地方政府数据说明减少偏差会促使政党政策温和化。
This paper develops a new approach to studying how electoral bias in \nfavor of one party due to the pattern of districting affects policy choice. \nWe tie a commonly used measure of bias to the theory of party competition and show how this affects policy choice. The usefulness of the \napproach is illustrated using data on local government in England. The \nresults suggest that reducing electoral bias leads parties to moderate their \npolicies.
