The Long‐Run Effects of Unemployment Monitoring and Work‐Search Programs: Experimental Evidence from the United Kingdom
利用英国Restart项目的随机实验,发现对长期失业者加强监控和求职帮助,5年后男性失业率降低6个百分点,但对女性无长期效果。
This article examines the long-run effects of the Restart unemployment \nprogram in the United Kingdom. The program, aimed at the \nlong-term unemployed, involved a combination of tighter monitoring \nof benefit eligibility rules and increased job search assistance. We \ncompare the employment behavior of a treatment group who participated \nin the scheme with that of a randomly chosen control group \nfor whom participation was delayed. While there is little evidence of \na long-term benefit for women, the unemployment rate among males \nin the treatment group was six percentage points lower than that of \nthe control group 5 years after the initial experiment.
