High housing costs are putting coastal metropolitan California at a substantial disadvantage in the competition for national economic growth. The State of California is in a good position to initiate policies for first-time homebuyers, rental housing, and the secondary market that will insure adequate new construction and the production of affordable housing and adequate mortgage credit to meet the needs of a dynamic economy. Failure to meet the housing needs of its population could sharply curtail the economic growth of California in the mid- and late-1980s.
