Abstract

Conference proceedings like this one, the outcome of a workshop held in 2005, typically run dangers of suffering from various pitfalls in that they compile a set of heterogeneous contributions that widely vary with respect to thematic focus and research heuristics, and essential insights have often been published elsewhere before. This volume addresses an important and intensely debated issue, comprises many enlightening chapters, and is edited by a team of renowned researchers; but its value is impaired by the typical imperfections. Ambitious expectations raised in the editors’ preface, promising far-reaching consequences of the book for theoretical and empirical work as well as for practical policies supporting less developed countries are hardly realistic. Yet, how should a collection of 14 essays, albeit being written mostly by acknowledged academic experts, actually manage to produce breakthrough insights concerning the intricate task of effectively promoting locally embedded and networked agglomerations of internationally successful industries in low- and middle-income countries? Inevitably, the place and case specific interplay of, among others, regional, national and global frameworks, sector and corporate dynamics, and ideological, cultural and other irrational behaviour makes stating clear guidelines impossible.
