The structure and management of UK higher education (HE) have undergone profound change over the last decade. The binary divide has been removed; research and teaching quality are subject to regular assessment; student numbers have increased; funding to higher education institutions has been squeezed. Hard evidence on the impact of these changes is scarce, but a widely held view within the sector is that the present structures and funding arrangements are unsustainable. Change is not peculiar to the United Kingdom; significant pressures have been experienced in other OECD countries including Australia and the United States. The position in the United Kingdom appears to be that both Government and Opposition can see a case for reform but neither wants to be seen to own it!
