Quantifying Chinese Village Leaders′ Multiple Objectives

Using village-level data, parameters of a control model, containing a multi-attribute utility function, are estimated econometrically to quantify the relative importance of leaders′ various objectives. The results suggest that leaders are preoccupied with rural industrialization to further personal gain and independence from higher authorities.
