This examination of the forces that produce the patterns of lignite leasing in Bastrop County, Texas offers insight into the conflicts which precede mining extraction. The study emphasizes the vulnerability of rural counties in the face of increasing demands for new bridging fuels. Environmental policy is singularly lacking in suggesting how a county may benefit from or protect itself against the inroads of strip mining. Recommendations are made in terms of policy implication and import for parallel developments in other areas of the US. 30 references, 6 figures.
