Managing by Learning

There are three things that I attempt in this paper. First, to communicate what I personally mean by Management Learning, on the basis of 17 years of work on the topic at Lancaster. Second, to say something about the theme implied by the title of this paper, `Managing by Learning' (managing is, in an important sense, learning on behalf of organizations). Third, to comment on the state of management development and of management education in this country and in general. This is a personal opinion, based on work in Management Learning at Lancaster, on contemporary management and development policy issues.
