The elimination of the Professional and Administrative Career Examination (PACE), which is the largest single channel of entry of college graduates into the Federal government, was agreed to in the Luevano et al. v. Campbell consent decree signed on November 19, 1981. This paper examines the circumstances leading up to the decree and speculates on its potential implications. Specifically, the validation project, the psychometric properties and the impact on applicant flow of the PACE are summarized. Criticisms of the PACE and their evaluation are presented followed by a description of the major provisions of the Luevano et al. consent decree. Finally, possible ramifications of the decree for employment testing in federal and non‐federal sectors are discussed.
