Abstract

This paper presents the empirical evidence of a two-year conservation experiment conducted by the Modesto Irrigation District. The Modesto and Turlock Irrigation Districts (MID and TID) are two congruous, publicly owned utilities located in the Central Valley of California, supplying water and electrical power to customers within their respective service territories. The study provides a quantitative measure of the effectiveness of the conservation program by using an analysis-of-covariance technique. The organization is straightforward. Section 2 establishes the theoretical framework used for analysis. In section 3, the sources and nature of statistical data gathered for the study are described, and the way in which the data are tailored to satisfy the underlying assumptions of the model are explained. Section 4 summarizes the major findings of the research, and section 5 presents conclusions together with a brief discussion of policy implications. 13 references, 2 figures, 4 tables.
