Benefit transfer has increasingly become a ‘first line’ approach in policy evaluation in government departments and agencies around the world.1 However, compared with primary approaches, relatively less literature is available to policy analysts and practitioners regarding the defensible application of benefits transfer. Most benefit–cost analysis guides available in publication or in the ‘grey’ literature hardly address the role of benefit transfer approaches in policy development and analysis. Academia and policy developers must find a medium to help bridge the gap between essential research and policy application. This book is a great example of a tool that addresses this challenge. The introductory chapters of this book (chapters 1–3) smoothly introduce the reader to the basics of economic valuation and the responsible use of benefit transfer approaches. Following a succinct review of the various primary approaches available for economic valuation efforts, a case for the advantage of transferring values from choice modelling studies is presented, i.e. choice modelling studies produce functional relationships among the impact attributes that ultimately provide more flexibility for the analysts to generate values for tailored bundles of attributes/commodities. The four main benefit transfer approaches are also described (point estimates transfers, adjusted point estimates transfers, equation transfers and meta-analysis transfers), and the associated advantages and disadvantages of each of them are outlined. An important contribution of the book is the in-depth discussion on the adjustment of values from the original study to the target site based on a number of categories of characteristics (commodity, socio-economic, bio-physical and technical linkages; welfare measure; and statistical and researcher judgement). As a useful guide to practitioners and policy analysts, these adjustment factors are nested in a convenient outline of the typical stages/steps of a benefit transfer exercise.
