Reducing Distortions to Agricultural Incentives: Progress, Pitfalls, and Prospects
分析发展中国家和发达国家政策如何扭曲农业激励,导致贫困和增长受损,并回顾1980年代以来的改革压力与进展。
Most of the world’s poorest people depend \non farming for their livelihood. Earnings from \nfarming in low-income countries are depressed \npartly due to a pro-urban bias in own-country \npolicies, and partly because richer countries \n(including some developing countries) favor \ntheir farmers with import barriers and subsidies. \nBoth sets of policies reduce national and \nglobal economic growth and add to inequality \nand poverty in developing countries. Acknowledgement \nof that since the 1980s has given rise \nto greater pressures for reform, both internal \nand external.
