There is a drama unfolding in the agricultural reconstruction taking place in Central and Eastern Europe, and although the West can only play a supporting role through its bilateral and multilateral assistance, this assistance will be crucial in guiding their local counterparts in understanding the policy environment and constraints under which they operate. Atpresent, the empirical underpinnings for this are weak, and the nature of outside assistance is such that momentum is often lost between missions. Resident missions in these countries should include a capacity for sustained dialogue on agricultural policy, grounded on a strong empirical base. The long run objective must nevertheless be to develop a capacity, in particular through agricultural education, research and extension programs.
