Emissions trading has aroused renewed interest with the increased concerns about global climate change. The second edition of Tietenberg's book, Emissions Trading—Principles and Practice, is hence very timely. This short and well-written book is an excellent starter for anyone who wants to understand tradable permits, or who seeks an update on the virtues and limitations of tradable emission permits. Its non-technical style makes the book accessible for administrators and introductory classes in environmental economics. Thomas Tietenberg is one of the pioneers in emissions trading. It is therefore not surprising that this book is particularly strong on the history of tradable permits. The introductory chapter is devoted to the evolution of tradable permits with multiple examples of tradable emission permit schemes that have been implemented since the modest start of offset policies in the mid-1970s. Tietenberg's angle on this also has a more general interest when he discusses how the idea of tradable permits came about: the work on reaching air and water quality targets had come to a virtual standstill due to the rising costs associated with these ever more stringent standards. In a sense, it is surprising that tradable emission permits had not been implemented earlier, given the seminal works by Dales (1968) on prices, property rights and pollution and by Crocker (1966) on tradable permits for air pollution. Here, Tietenberg is at his best when he shows how the ‘unsolved’ problem drove the development of the tradable permit literature and the practical adoption of the first tradable permit schemes.
