Relative agricultural prices and the urban bias model: A comparative analysis of Tanzania and Fiji

The paper critically examines agricultural price aspects of the urban bias model, especially the links between class interests, government policies, and the trend of real agricultural prices. The paper contains an analysis of the principal factors both economic and political underlying agriculture's terms of trade in two contrasting countries, Tanzania and Fiji. Both case studies, in different ways, raise doubts about the generality of urban bias propositions as they relate to agricultural prices. They also suggest important weaknesses in the model's interpretation of the politics of farm prices.
