Techniques for assessing the worth of natural resources and determining the cost of development projects on the basis of a demand curve have error bounds besides those already described in the literature by Willig (1976) and by Bockstael and McConnell (1980), but Hanemann shows how these can be minimized. Bockstael and McConnell, in reply, question the use of consumer's surplus to measure the value of natural-resource facilities and point out the range of evidence from interested parties and the arbitrary assignment of rights. Outcome of benefit cost analysis can be defined only in terms of the assignment of rights. 8 references. (DCK)
