State accumulation and market equilibria: An application of Kalecki‐Kornai analysis to planned economies in the third world

This article contains an analysis of macroeconomics and inter‐sectoral disequilibria in peripheral socialist economies, based on an adaptation of the theories of Kornai and Kalecki to the planned primary‐export economy with a large peasant I artisan sector. The origins of excess state accumulation in such economies is identified, and consequences of system reforms for economic management discussed. It is argued that macroeconomic policy should take into account heterogeneous production forms, severe external resource constraints and social pressure for basic needs satisfaction.
