The ‘oilseed tax’ and U.S. soyabean exports to the enlarged European Community

A model differentiating products by origin was utilised to evaluate the potential impact that the imposition of a tax on oilseed crushing would have on U.S. soya-bean exports to the enlarged EC. Simulation of the enlargement results in a significant increase of U.S. and total soyabean exports to the new EC members, but the imposition of an oilseed tax would cause a substantial decline in U.S. and total soyabean exports to the enlarged EC. The interaction of the proposed tax with the increase in corn tariffs would result in a moderate increase of soyabean imports into Spain and Portugal.
