Most writers on management development in central and eastern Europe mention the importance of cultural differences; relatively few elucidate the implications for the creation of an effective learning situation in any great detail. In this brief response to Holden and Cooper the limits to our effectiveness as change agents are discussed in terms of depth of change, and it is suggested that the chief difficulty relates to learning strategy rather than teaching strategy.
