Organizational Diagnostics: Translating the Political into the Technical

The consequences of initial diagnoses for organizational decision making remain largely uninvestigated. This paper presents an account of a decision in a public bureaucracy whose outcome was essentially determined by its diagnostic component. Two aspects of diagnosis-framing and exclusion-are examined in detail, and the possibility that diagnosis tends to occur in one of two types of decision arenas is discussed.
