Because the volume of residential construction is inexorably interwoven with the terms and availability of mortgage credit1 the majority of these Canadian programs operate through the mortgage market.2 These programs exert a three-fold influence upon the economy, by altering lending terms of mortgage credit, by altering relative yields on financial investments or properties associated with mortgage investments, and by advancing mortgage funds directly to the private sector. The purpose of this paper is to survey and analyze the effects upon housing of the various programs and policies introduced in Canada.
