The activities of consumer groups who encourage energy conservation parallel the activities of firms who wish to raise product prices either through collusion or advertising. The purpose of this article is not to impugn the motives of such groups, but to point out that at least some of the analysis of their activities should be based on an explanation of self-interest. 1 figure.
